If technology is so great, why are so many systems and IT applications disappointing?

Based on experience in industry and as a professor teaching working professionals, I believe that an important part of the problem is the way we think and talk about technology ... 

...We often speak of IT as “the system.”

...We often sell technology as a “solution.”

...We sometimes declare victory when IT installation is completed, rather than when internal productivity increases or customers notice better service.
